The  Elgin Police Department partners with both Internet Crimes Against Children (ICAC) Task Forces in Illinois.

What Are "ICAC" & "NCMEC"?

ICAC stands for Internet Crimes Against Children.  ICAC is a national network of 61 coordinated task forces, representing over 5,400 federal, state, and local law enforcement, dedicated to investigating, prosecuting and developing effective responses to internet crimes against children.  Illinois has 2 ICAC task forces, operated by the Illinois Attorney General's Office and the Cook County State's Attorney's Office, respectively.  The Elgin Police Department partners with both of these task forces.

The National Center For Missing & Exploited Children (NCMEC) is the digital clearing house for all child exploitation material in the United States.  Social media companies and citizens report online child exploitation to NCMEC which then forwards investigations to ICAC task forces.  As a member of ICAC task forces, Elgin Police Department investigates these types of cases.  We also investigate reports made by the public here in the City of Elgin and work with the Kane County Child Advocacy Center and Cook County Child Advocacy Center regarding online child exploitation.

Det. Andrew Houghton #384

Detective/ICAC Investigator

Det. Houghton has been a police officer since 2007.  He is assigned to the Major Investigations Division for the Elgin Police Department as well as the Kane County Major Crimes Task Force.  Det. Houghton is an Affiliate Investigator with both the Illinois Attorney General's Office & the Cook County State's Attorney's Office ICAC Task Forces.  He specializes in crimes against children & internet-related crimes.

Det. Nicholas Kozicki #361

Detective/ICAC Investigator/Forensic Interviewer

Det. Kozicki has been a police officer since 2002.  He is assigned to the Elgin Police Department Major Investigations Division  & is assigned part-time to the Kane County Child Advocacy Center (KCCAC) as an investigator & forensic interviewer for child victims.  Det. Kozicki is an Affiliate Investigator with both the Illinois Attorney General's Office & the Cook County State's Attorney's Office ICAC Task Forces.  He specializes in crimes against children & internet-related crimes. 

Det. Mike Perotti #450

Detective/ICAC Investigator

Det. Perotti has been a police officer since 2019. He is assigned to the Major Investigations Division for the Elgin Police Department. Det. Perotti is an Affiliate Investigator with both the Illinois Attorney General's Office & the Cook County State's Attorney's Office ICAC Task Forces. He specializes in crimes against children & internet-related crimes.

Det. Bryan Powell #377

Detective/ICAC Investigator

Det. Powell has been a police officer since 2011. He is assigned to the Major Investigations Division for the Elgin Police Department. Det. Powell is an Affiliate Investigator with both the Illinois Attorney General's Office & the Cook County State's Attorney's Office ICAC Task Forces. He specializes in crimes against children & internet-related crimes. He also specializes in management of sexual offenders and violent offenders against youth.
